Hi rbrewton,
You may try to boot in safe mode and check whether the issue occurs in Safe mode.
Step 1: To boot in Safe Mode you can follow the below given steps:
1.
Remove all floppy disks, CDs, and DVDs from your computer, and then restart your computer.
Click the Start button, click the
arrow next to the Lock button, and then click Restart.
2.
Do one of the following:
a.
If your computer has a single operating system installed, press and hold the F8 key as your computer restarts.
You need to press F8 before the Windows logo appears.
If the Windows logo appears, you will need to try again by waiting until the
Windows logon prompt appears, and then shutting down and restarting your computer.
b.
If your computer has more than one operating system, use the arrow keys to highlight the operating system you want to start in safe mode, and then press F8.
3.
On the Advanced Boot Options screen, use the arrow keys to highlight the safe mode option you want, and then press ENTER.
For more information about options, see Advanced startup options (including safe mode).
4.
Log on to your computer with a user account that has administrator rights.
For more information, you may refer the following link to boot on Safe mode:
http://windows.microsoft.com/en-US/windows-vista/Start-your-computer-in-safe-mode
If the issue doesn’t occur in Safe mode, then try to update the latest video card driver.
Step 2:  Update the latest video card driver for your Display adapter
and check what happens.
1.
Open Device Manager by clicking the Start button, clicking
Control Panel, clicking System and Maintenance, and then clicking
Device Manager.‌ If you are prompted for an administrator password or confirmation, type the password or provide confirmation.
2.
In Device Manager, locate the device (Display Adapter)you want to update, and then
double-click the device name.
3.
Click the Driver tab, and then click
Update Driver and follow the instructions.
For more information, you may refer the following link to update the drivers
http://windows.microsoft.com/en-us/windows-vista/Update-a-driver-for-hardware-that-isnt-working-properly
You may also refer the manufacturer’s website and install the latest drivers for the video card.
If the above steps don’t work, then you may try to
perform a clean boot to verify if any third party application services or any startup item is causing this issue.
To perform a clean boot we will have to run System Configuration Utility.
Step 3: To perform clean boot, follow the steps:
1.
Click Start, type msconfig in the Start Search box, and then press
ENTER.
If you are prompted for an administrator password or for a confirmation, type the password, or click Continue.
2.
On the General tab, click
Selective Startup.
3.
Under Selective Startup, click to clear the Load Startup Items check box.
4.
Click the Services tab, click to select the
Hide All Microsoft Services check box, and then click
Disable All.
5.
Click Apply and OK.
6.
When you are prompted, click Restart.
7.
After the computer starts verify whether you are able to resolve the issue.
If your issue is resolved after performing Clean Boot, then follow the steps mentioned in the following KB article to narrow down the exact source:
http://support.microsoft.com/kb/929135
Also, see the section on how to return your computer to a Normal startup mode by following the steps under “Reset the computer to start as usual”.
Hope this information is helpful.

Manually editing the Windows registry

Manually editing the Windows registry to remove invalid MACHINE_CHECK_EXCEPTION keys is not recommended unless you are PC service professional. Incorrectly editing your registry can stop your PC from functioning and create irreversible damage to your operating system. In fact, one misplaced comma can prevent your PC from booting entirely!

Caution: Unless you an advanced PC user, we DO NOT recommend editing the Windows registry manually. Using Registry Editor incorrectly can cause serious problems that may require you to reinstall Windows. We do not guarantee that problems resulting from the incorrect use of Registry Editor can be solved. Use Registry Editor at your own risk.

To manually repair your Windows registry, first you need to create a backup by exporting a portion of the registry related to MACHINE_CHECK_EXCEPTION (eg. Windows Operating System):

  • Click the Start button.
  • Type "command" in the search box... DO NOT hit ENTER yet!
  • While holding CTRL-Shift on your keyboard, hit ENTER.
  • You will be prompted with a permission dialog box.
  • Click Yes.
  • A black box will open with a blinking cursor.
  • Type "regedit" and hit ENTER.
  • In the Registry Editor, select the Error 0x9C-related key (eg. Windows Operating System) you want to back up.
  • From the File menu, choose Export.
  • In the Save In list, select the folder where you want to save the Windows Operating System backup key.
  • In the File Name box, type a name for your backup file, such as "Windows Operating System Backup".
  • In the Export Range box, be sure that "Selected branch" is selected.
  • Click Save.
  • The file is then saved with a .reg file extension.
  • You now have a backup of your MACHINE_CHECK_EXCEPTION-related registry entry.
