All aspects of the control panel are working except for the Task Bar and Start Menu. It will not open. I have scanned and have no issues. I need help. Thanks. Kay

Using 32 bit Windows 7.  Have scanned from the Control panel.  Did a complete virus scan on paid AVG and have no issues.  I have some things on my start up menu that I would like to not have there, but the button on Task Bar Start Menu does not open.

Try the Methods provided below and check if the issue persists.
Method 1:
Step 1:
Check if the issue persists in safe mode.
Safe Mode

Step 2:
If the issue does not persist in safe mode then you may perform clean boot troubleshooting.
Putting your system in clean boot state helps in identifying if any third party applications or startup items are causing the issue.
If yes, you may have to contact the program manufacturer for any updates or uninstall and re-install the program.
 Refer the following Microsoft KB article for more information on how to troubleshoot a problem by performing a clean boot in Windows Vista or in Windows 7:

Note:
 After troubleshooting, make sure to put the computer to start as usual as mentioned in Step 7 in the above KB article.
Method 2:
Check the issue in new user account.
Create a user account

If the issue does not persists in new user account then you may check the link provided below to fix corrupted user account.

Running System Update Readiness Command

On running the System Update readiness Command, it will Detect & Replace Incorrect Registry data with the Correct one. Which may ultimately Solve All aspects of the control panel are working except for the Task Bar and Start Menu. It will not open. I have scanned and have no issues. I need help. Thanks. Kay in Windows.

  1. Open CMD as Administrator by Simply Right Clicking on Start button > Command Prompt (Admin).
  2. Now Type or Copy paste "DISM.exe /Online /Cleanup-image /Scanhealth" and hit Enter,
  3. Now again Type or Copy paste this "DISM.exe /Online /Cleanup-image /Restorehealth" and hit Enter.
  4. Close the Command Prompt Window because we are done.

Reboot your Windows & see if error All aspects of the control panel are working except for the Task Bar and Start Menu. It will not open. I have scanned and have no issues. I need help. Thanks. Kay still comes up.
