Fast Solution to Problem: Access to explorer.exe is denied

Access to explorer.exe is denied

Whenever I try to use Windows Explorer, such as browsing files on the computer or opening Control Panel, I get an error message informing me that access to explorer.exe is denied.
This also happens when I try to change the time.
Other built in Windows
components simply don't start at all, and the internet icon on the taskbar shows that I don't have internet access, even though I clearly do.
This just started happening, and I do have Administrator privileges.
