Action Center says it has a solution but then gives an error message

Action Centertells me it has a solution to an NVIDIA driver problem but when I try to go to it I get an error message that says "The solution couldn't be downloaded".  It tells me that
the probable cause is that I am not connected to the internet but, of course, I am.
(Running 64bit Windows 7 Home Premium)

What is the make and model if the Nvidia device installed on your computer?
2.
Do you have the latest drivers installed for the device?

Part 1:
You may try uninstalling and then reinstalling the display drivers.
You may also check for update of the drivers if needed and if the issue persists –

a.
Click Start, and then click 
Control Panel.
b.
Click  System and Maintenance, click System, and then click  Device Manager.
Note If Control Panel is in Classic View, double-click  System, and then click  Device Manager.
If you are prompted for an administrator password or for a confirmation, type the password, or click  Allow.
c.
In Device Manager, expand Display Driver, right-click the display devices, and then click properties
and under the  driver tab click on Uninstall.
d.
When you are prompted to confirm that you want to remove the device, click OK.
e.
Restart the computer.
After the computer restarts, the drivers will be automatically installed.
Check after this procedure.

manager.
 
You can update the drivers using windows update or from manufacturer’s website.

For the action center not connecting to the internet I would suggest you totemporarily disable or uninstall the security software (like antivirus, etc) installed and check if the issue resolves.
 
If you temporarily disable or uninstall any security software for troubleshooting then do enable it after the troubleshooting gets complete
as your computer will be under risk.
